Will it hold large bumper plates?

Olympic-bore plates fit the posts, but bumpers are thick and consume post length quickly. Check your bumper thickness against the available post depth.

Can I store adjustable dumbbells on it?

Selectorised dumbbells need their own cradles and are better served by a dedicated adjustable dumbbell stand.

Does it need bolting to the wall?

Follow the guidance supplied with the unit. Loading heaviest items on the lower tiers is the key stability measure in normal use.
